Concrete, WA – A 47-year old Concrete man has been arrested by the Skagit County Sheriff’s Office after an 18-year old teen reported the man had been sexually assaulting her for nearly ten years.
According to a probable cause affidavit of arrest obtained by SkagitBreaking.com through a public disclosure request, the young woman told detectives the sexual abuse started in 2010 when she was just 8-years old. The man told the child at the time that he would kill and torture her and her family and bury them in the woods if she ever told anyone about the abuse.
In October of 2017 the teen, now 18-years old, stood up to the man and told him he would never touch her again and if he did, she would contact Law Enforcement. The man moved out the following weekend. The teen waiting until she confirmed that the man had moved out-of-state and reported the abuse to Law Enforcement.
Local Law Enforcement Officers attempted to track down the man in Louisiana without success.
In September of 2018 the man attempted to contact the teens family again to retrieve belongings he had previously left in their garage. When the family didn’t respond to the man, he called Skagit 9-1-1 and requested a civil stand-by at the residence to retrieve his belongings.
On September 29th, 2018, the man met with Deputies for the civil stand-by to retrieve his belongings and Deputies took him into custody for Rape of a Child 2nd and Rape of a Child 3rd Degree. He is currently being held in the Skagit County Jail in lieu of $100,000 bond.
