According to Troopers, it appears Mr. Reynolds was walking Eastbound on Birch Bay Lynden Road when the passenger side  mirror of a Westbound vehicle  struck and killed him.

According to a story from The Bellingham Herald, 37-year old Kenneth Lee Kelly, called 9-1-1 from a store in Burlington to tell Washington State Patrol Troopers that he believed he had  hit the man on Birch Bay Lynden Road.

Mr. Kelly owns a blue Dodge Ram Truck, a match to debris found at the scene. The truck was also missing its passenger side mirror. Troopers impounded the vehicle to process it for evidence.

Mr. Kelly told Investigators he felt an impact while driving West on Birch Bay Lynden Road around 9:00 or 10:00 p.m. on Saturday. He said he circled back, thinking he might have hit a mailbox or sign but saw nothing in the roadway so he drove to his destination.

Mr. Kelly was booked into the Whatcom County Jail on Tuesday for suspicion of Hit and Run Accident/Death. He is being held in Lieu of $30,000 bail.

Mr. Kelly does not have a valid drivers license and was driving on a suspended license at the time of the crash.
